PAY AND ALLOWANCES OF OFFICERS - RN, RM, WRNS, QARNNS AND VAD - April 1956
 
 

Except where provision is or may hereafter be expressly made to the contrary, no person shall be entitled to claim as a right any promotion, emolument, retired pay, pension or other benefit conferred by any provision of these Regulations in the event of such provisions being at any time varied, or cancelled.

Note.- Full details of the rules and conditions of issue of Naval Pay and Allowances are contained in the Naval Pay Regulations. The following is a brief summary only, and is not to be taken as superseding or overriding anything contained in the Naval Pay Regulations.

I. DAILY RATES OF FULL PAY.

The two Senior Chaplains holding the appointments of Senior Chaplain, Church of Scotland and Free Churches, and Senior Roman Catholic Chaplain respectively, will receive a special rate of full pay of £4 16s. 0d a day whilst so appointed. On ceasing to hold these appointments they will revert to their normal rate of full pay.

R.N.V.R. Chaplains on completing 6, 14, 22 and 28 years' Reserve Service are eligible for appropriate rates of full pay above. Intervening increments of pay depend on mobilised service on full pay.

(x) PILOTAGE MONEY

Pilotage Money at rates embodied in an authorised scale approved by the Admiralty is payable to officers at Home and Abroad for pilotage of HM Ships and Vessels at certain ports channels etc classified as being difficult of access

(xi) HARD-LYING MONEY

Payable to officers whilst living and sleeping in ships employed on mainly sea service at full rates when the living and sleeping conditions are not superior to those in a trawler and at half rates when the conditions are superior to those in a trawler but markedly inferior to those in a destroyer.

(Note.- An abatement of 3s a day is made from the above rates in certain circumstances e.g. if an officer is provided with official quarters which he occupies with his family or if he is in receipt of the married rates of Local Overseas Allowance of Mission Allowance).

(ii) Married officers under 25.- a marriage allowance of 56s a week. Except that National Service entrants under the age of 21 years receive 45s per week.

If the officer has been promoted from the Lower Deck or from the ranks he may receive the rate of Marriage Allowance (excluding the Allotment from his own pay) in issue on the day before the date of promotion if this is more than 56s a week.

WRNS officers who are widows with children are eligible for marriage allowance at the same rates and under the same conditions as widower naval officers.

(xiii) LODGING ALLOWANCE

Officers for whom accommodation cannot be provided on board HM Ships or in Naval or RM Barracks or in service quarters generally are eligible under certain conditions for Lodging Allowance at the following rates:

(xiv) RATION ALLOWANCE

Ration Allowance is payable under certain conditions to officers entitled to service victualling who cannot be so victualled. The current rate is 5s 6d a day in the British Isles ; abroad the rate varies according to station.

(xv) LONDON ALLOWANCE

Officers whose place of duty is within ten miles of Charing Cross and who are not provided with accommodation at public expense will be entitled to London Allowance at the following rates as a supplement to lodging allowance or marriage allowance:

(xvi) LOCAL OVERSEAS ALLOWANCE

Local Overseas Allowance is designed to compensate an officer for the extra cost of living overseas. Conditions of issue together with rates appropriate to the station are promulgated separately

III - PAY WHILST UNEMPLOYED

Except as provided for the payment of half pay full pay will be granted to all officers whilst unemployed together with Marriage Allowance or Lodging Allowance as appropriate and Ration Allowance on condition that they hold themselves at the disposal of the Admiralty and are regarded by the Admiralty as available for employment and do not undertake continuous professional work for which payment is made

IV - HALF PAY

Officers will be discharged to Half Pay in the following circumstances:

(1) When dismissed their ships as a result of a sentence by Court Martial or when relieved by order of the Admiralty on account of misconduct otherwise than as a result of sentence by a Court Martial.

(if) In special cases for disciplinary reasons as the Admiralty may direct.

Officers (except Admirals of the Fleet) discharged to Half Pay will receive half the rates of Full Pay Marriage Allowance and Flying Pay to which their rank and seniority as reduced by any sentence of a Court Martial entitle them except that where they are holding acting higher or temporary rank the Half Pay rate will be based on the rates appropriate to their substantive rank.

The rate of Half Pay for an Admiral of the Fleet when further naval employment is not contemplated is £2,300 a year
