Standardisation of Admiralty Allowances
At the Court at Buckingham Palace, the 18th October, 1909.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated 25th September, 1909, in the words following, viz.:-

Whereas by section three of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas we have had under consideration the emoluments of Lieutenants of Your Majesty's Navy employed in the various departments of the Admiralty in London :

And whereas considerable differences exist in the total emoluments of these officers, who are paid under various regulations :

And whereas we are of opinion that neither the importance of the duties of these appointments, nor the professional qualifications of the officers selected for them vary to such an extent as to justify these differences :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment as from 1st April, 1909, of a uniform salary of 400 a year to the Lieutenants of Your Majesty's Navy employed in any of the departments of the Admiralty with the exception of

  1. those employed in the Hydrographic Department, where the conditions are dissimilar; and
  2. those promoted from Commissioned Warrant rank, who are serving under different regulations as regards pay and allowances

subject to the proviso that Lieutenants now in receipt of pay and allowances in excess of 400 a year shall continue to receive them until superseded.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Allowances for Officers in London
And whereas by Order in Council of His late Majesty bearing date the eighteenth day of October, 1909, sanction was given for certain Lieutenants of Your Majesty's Navy, employed in the various Departments of the Admiralty in London, to receive a uniform salary of 400 a year irrespective of seniority:

And whereas we are of opinion that such salary is not now adequate in the case of Lieutenants of ten years' seniority and over:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment as from the first day of December, 1912, of a uniform salary of 430 a year to the Lieutenants of Your Majesty's Navy of ten years' seniority and over employed in any. of the Departments of the Admiralty, with the exception of :-

  1. those employed in the Hydrographic Department, where the conditions are different, and .
  2. those promoted from Commissioned Warrant rank, who are serving under different regulations as regards pay and allowances.
