Artizan's Pay
At the Court at Buckingham Palace, the 3rd day of October, 1916.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 21st day of September, 1916, in the words following, viz.:-

Whereas by Section 3 of the Naval and. Marine Pay and Pensions Act, 1865, etc.

And whereas we are of opinion that the responsibilities undertaken by Blacksmiths, Painters, Plumbers, and Coopers in Your Majesty's Fleet are such as to warrant the establishment of Chief Petty Officer Ratings for these Artisans

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the institution of the Ratings of Chief Blacksmith, Chief Painter, Chief Plumber, and Chief Cooper, with the rates of pay shown in the accompanying Schedule.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Reorganisation - Shipwrights and Artizans
And whereas we have had under consideration the titles, rates of pay and conditions of service of the Artisan classes of Your Majesty's Navy, and are of opinion that for greater efficiency certain changes should be made therein:

And whereas we are also of opinion that the pay of certain Artificer ratings on entry should be improved:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by your Order in Council, to sanction the proposals contained in the accompanying Schedules, to take effect as from 1st October, 1918, power being reserved to us to vary the rates of pay within the scales laid down, or to associate payment with such conditions as may be deemed necessary

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Tool money previously payable to Carpenter ratings to be merged in these rates and not to be paid in conjunction with them.

II.-Conditions of Service.

(Note.-The term ‘Artisan' in this section is to be read as comprising Blacksmiths, Painters, Joiners and Coopers.)

2. Artisans, 5th Class, to be advanced to Acting Artisan, 4th Class, after not more than one year's service.

3. Artisans, 4th Class, to be advanced to Artisan, 3rd Class, alter 3 years' service above Artisan, 5th Glass, including the acting time allowed to reckon; to Artisan, 2nd Class, after 6 years of such service; and to be eligible for advancement to Chief Artisan after 12 years of such service.
