Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the twenty-fifth day of February, one thousand nine hundred and seven, in the words following, viz. :-

Whereas it is provided in the Regulations for the government of Your Majesty's Naval Service that Petty Officers, seamen and Boys are to be credited with certain gratuities on account of Clothing and Bedding.

And whereas it would facilitate the arrangements for kitting up, and simplify accounts, if the Clothing and Bedding, in certain instances, were supplied free of charge, instead of crediting the men with gratuities and afterwards recovering the value of the articles issued

And whereas we consider it desirable that Petty Officers, Seamen and Boys in Your Majesty's Navy should not bear the expense of providing new hat Ribbons when transferred to another ship or depôt:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorize us at our discretion to issue Hat Ribbons free of charge in such circumstances; and also to authorize the following modifications in the existing system of Clothing and Bedding gratuities as from the first April, one thousand nine hundred and seven, viz.:-

Bedding Gratuity on first entry to be abolished, and a set of Bedding to be supplied free instead

Clothing Gratuity to be credited only in cases where the amount of the gratuity payable under the Regulations is insufficient to cover the whole cost of the necessary Clothing; in all other cases the gratuity to be abolished and Clothing supplied free instead.

We further beg leave to recommend that Ships' Stewards' Boys and Boy Writers, who are now entitled to a Clothing Gratuity of five pounds only, shall in future be supplied with a Regulation Kit free of charge on first entry.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
