And whereas Your Majesty was graciously pleased, by Schedule V Section II of Your Order in Council of 22nd January, 1920, to approve certain rates of pay for Officers of Your Majesty's Navy, with effect from 1st February, 1919:

And whereas it has been deemed desirable, with the concurrence of the Lords Commissioners of Your Majesty's Treasury, to regard Schoolmasters, Royal Marines, as eligible to be paid on the scale laid down for Schoolmasters, Royal Navy, in Schedule V Section II of Order in Council of 22nd January, 1920:

And whereas we consider that the scale of pay laid down for Schoolmasters, Royal Navy, should be improved, and that the improved scale should be applied also to Schoolmasters, Royal Marines:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to approve of Schoolmasters, Royal Navy, receiving pay at our discretion, on the scale set out in Part I of the attached Schedule, with effect as from 1st February, 1919, and of Schoolmasters, Royal Marines, being paid, at our discretion, on the Naval Schoolmasters' scale as from the same, date, subject to the provisions laid down in Part II of that Schedule.

Part II.

Headmasters, Royal Marines, ranking with Commissioned Officers from Warrant Rank, and Chief Schoolmasters Royal Marines, having the relative rank of Lieutenant, Royal Navy, to enter the appropriate scales with seniority 1st February, 1919, or date of promotion to their respective ranks, whichever is the later date.

Royal Marines Schoolmasters below the rank of Headmaster to count all time less six months towards the scale laid down.
