Maltese Bandsmen - Musical Proficiency Allowance
And whereas by the Regulations for the Government of Your Majesty's Naval Service Bandsmen entered as Royal Marines are eligible for a Musical Proficiency Allowance of 1d. a day.

And whereas we consider it desirable that this Allowance shall be extended to certain Band ratings serving in ships on the Mediterranean Station who are not entered as Royal Marines:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the extension of the Allowance to such ratings, provided they are certified to be musically proficient.

Reduced rates of pay for Maltese Bandsmen for those entering the service.
At the Court at Buckingham Palace, the 20th day of November, 1928.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 8th day of November, 1928 (N. 3438/28), in the words following, viz.

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas Your Majesty was graciously pleased, by Your Order in Council of the 17th day of May, 1920, to approve, inter alia, of revised rates of substantive pay for the Petty Officers, Non-commissioned Officers and men of Your Majesty's Navy and Marines and by Your Order in Council of the 3rd day of November, 1927, to approve of these rates being reduced for men entering or re-entering (after a break in service) Your Majesty's Navy or Marines subsequently to the 4th day of October, 1925:

And whereas we consider it desirable that reduced rates of pay shall be introduced for Maltese non-continuous service ratings entered for the band of the Commander-in-Chief of the Mediterranean Station:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the following rates of pay for these ratings:-

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
