Messing Allowance for Petty Officers' Messes when on China Station
And whereas we consider it desirable that an extra messing allowance should be given to the petty officers' messes of the river gunboats employed on the China Station, in which it is necessary to enter a native to perform the duties of mess attendant:
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment of a grant of 10 dollars a month as a messing allowance in each of these river gunboats for any period during which a native messboy is entered and paid by the mess for the performance of the duties in question.

Extra Messing Allowance - Petty Officers' Messes of River Gunboats on China Station
And whereas, by Your Order in. Council of the 3rd October, 1911, a grant of $10 a month was authorised as an extra messing allowance for the Petty Officers' Messes of each of the River Gunboats employed on the China Station in which it is found necessary for a native to be entered and paid by the Mess for the performance of the duties of mess attendant:
And whereas by Your Order in Council of the 14th February, 1921, the amount of this grant was increased to $22 a month as from the 14th January, 1921:
And whereas we, consider that this grant should be further increased to $24 a month as from the 3rd March, 1925, and that the rate of allowance should in future be fixed according to local labour conditions, provided that in no case it exceeds the equivalent of the pay of an Officers' Steward or Cook, 4th class:
We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorise us to make payment accordingly, at our discretion.
