Increased Opportunities for Promotion to Warrant Officer

Establishment of Warrant Ranks for :

Telegraphist etc., Writer, Head Steward, Chief Master-at-Arms, Instructor in Cookery.

And whereas we consider it desirable that the opportunity of attaining Warrant rank should be extended to several of the smaller classes of ratings in Your Majesty's Navy for which there is at present no higher grade than the rating of Chief Petty Officer and further that Commissioned Warrant and Commissioned rank should be open to the Telegraphist Branch:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the proposals contained in the annexed Schedule

We further beg leave to recommend that we may be authorized to advance Writers at our discretion to a higher grade for special merit, independently of the Service qualification ordinarily required and that Writers of a lower grade doing duty in a vacancy for a Chief or First Writer be allowed to receive the lowest rate of pay of the higher rating

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule. I
Telegraphist Branch.

  1. The following ranks to be established, viz.:-
  2. Warrant Telegraphist,
    Commissioned Telegraphist,
    Lieutenant promoted from Commissioned or Warrant Telegraphist.
  3. The numbers of Officers of the various ranks in the Telegraphist Branch to be included in the present authorized establishment of Lieutenants, Commissioned Warrant Officers and Warrant Officers.
  4. The pay to be the same as that of Officers of corresponding rank in the Signal Branch, viz. :

  6. Allowances of 1s. 6d. or 1s. a day according to whether an Officer holds a First or Second Class Certificate to be payable under the same conditions as obtain in the case of Signal Boatswains and Commissioned Officers promoted from that rank.
  7. A special allowance of 2s. a day to attach to appointments in charge of a power Wireless Telegraph Station.
  8. In all other respects Officers of the Telegraphist Branch to conform to the regulations for Lieutenants, Commissioned Warrant Officers and Warrant Officers of the Military Branch.

II.

Writer Branch.

  1. A Warrant rank to be established with the title of Warrant Writer.
  2. The number of Warrant Writers to be fixed at 12.
  3. The scale of pay to be as follows :

(iv) The scale of pension for Warrant Writers to be the same as for Artificer Engineers, viz.:-

Rank.

For each year's service above the rank of Chief Petty Officer at the rate of Addition for each year's service as Chief Petty Officer. Addition for each year's continuous service prior to being rated Chief Petty Officer. Maximum for service only. Minimum for service only.

Ship's Steward Class

  1. A Warrant rank to be established with the title of Head Steward,
  2. The number of Head Stewards to be fixed at 10.

  5. A Ship's Steward in receipt of the maximum pay of 7s. a day to be at once advanced, on promotion to Head Steward, to the rate of pay of Head Steward of over five years' service, viz., 9s. a day; but the rate of pay of 10s. a day not to be obtainable until the completion of ten years' service in Warrant rank.
  6. In all other respects Head Stewards to conform to the regulations laid down in section II for Warrant Writers.

IV.

Ship's Police Class.

  1. A Warrant rank to be established with the title of Chief Master-at-Arms.
  2. The number of Chief Masters-at-Arms to be fixed at 6.
  3. The scale of pay to be as follows :

  5. The Chief Petty Officer rating of Instructor of Cookery to be abolished.
  6. Men now serving as Chief Petty Officer Instructors of Cookery to be at once advanced, on promotion to Warrant rank, to the rate of pay of Instructor in Cookery of over five years' service, viz., 7s. a day; but the rate of pay of 8s. a day not to be obtainable until the completion of ten years' service in Warrant rank.
  7. In all other respects Instructors in Cookery to conform to the regulations laid down in section II for Warrant Writers.
