RM Captains - Pay
And whereas by Your Majesty's Order in Council of the 28th March, 1903, sanctioning certain regulations with regard to Your Majesty's Corps of Royal Marines, Captains of eight years' seniority in the said Corps of Royal Marines receive no further increase of pay until promoted to the rank of Major:

And whereas there is every indication that within the next few years some of these Officers may complete upwards of seventeen years' service in the rank of Captain:

We beg leave humbly to recommend that Your Majesty will be graciously pleased to approve of the following additions to the present scale of pay, viz. :

  R.M.A. R.M.L.I.
  Per diem. Per diem.
Captain after eleven years' seniority 15s. 1d. 14s. 7d.
Captain after fourteen years' seniority 15s. 7d. 15s. 1d.

And whereas in the Regulations for the entry of Officers in Your Majesty's Naval Service it is provided that Officers required for Your Majesty's Royal Marines shall he drawn from those who have been entered as Naval Cadets:

And whereas owing to the increase of Your Majesty's Fleet it is necessary to supplement the number of officers trained in the aforesaid manner by the direct entry of officers for Your Majesty's Royal Marines such officers to be qualified to perform Naval as well as Military duties :

And whereas it is necessary to prescribe a scale of pay for Officers joining the Royal Marines under either system of entry:

And whereas we consider it desirable that the relative rank on board Ships of Your Majesty's Navy of Officers of the Royal Marines who have received Naval training should be adjusted, and further that the provision should be made for the voluntary transfer to the list of Naval Officers of an Officer of the Royal Marines with such Naval training should the transfer appear to us to be in the interests of Your Majesty's Naval Service:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals;-

I.- The following to be the scale of Full pay

  1. For Officers entered as Cadet, up to rank of Lieutenant R.M.:

(b) For Officers entered direct, up to rank of Lieutenant R.M.:

Probationary Second Lieutenant; on entry

Probationary Second Lieutenant, after completing the first period of instruction (approximately 9 months) at the Royal Naval College, Greenwich

Probationary Second) Lieutenant, after 2 years from date of entry, subject to passing in practical Naval subjects

Lieutenant, on passing final examination in Military subjects, or 3 or 6 months later, according to whether a first, second or third class certificate has been obtained

Lieutenant, on passing final examination in Naval subjects; this rate to be granted at once to Officers who obtain first class certificates in both Naval and Military subjects; each second class certificate to entail postponement of this rate for 3 months and each third class for 6 months

Colonels Second Commandant to receive pay of rank and an additional allowance of 5s. a day.

Colonels Commandant to receive pay at present rates with an additional allowance of 12s. a day.

II.-The relative rank of Royal Marine Officers entered as above when embarked to be as follows:

Marine. Naval.
Lieutenant from date of receiving pay at the rate of 10s. a day Captain ... Lieutenant
Major Commander.
Lieutenant-Colonel Captain under three years' seniority.

III.-The Admiralty to have discretion to authorise the transfer to the list of Naval Officers of an Officer belonging to the Royal Marines who may volunteer for such transfer, the Officer to be transferred in the relative naval rank to which he is entitled, and thence forward to be subject in all respects to the regulations applicable to the Military branch of the Naval Service.
