Pay - Retired Officers recalled
And whereas by Orders in Council dated the 8th March, 1895, and the 5th March, 1910, provision is made for the payment to Officers called into active service from the Reserved or Retired Lists in time of war or emergency of the pay and emoluments of their corresponding Ranks on the Active List, together with a bonus of twenty-five per cent. for every pound of the full pay earned by them, exclusive of allowances:

And whereas this arrangement is found to be inequitable in cases where an Officer's retired-pay exceeds the full-pay of his corresponding Rank on the Active List:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorize the continued payment of retired-pay to Officers on the Reserved or Retired Lists called into active service in time of war or emergency, including the present hostilities; in cases where such retired-pay exceeds the full-pay of their corresponding Ranks on the Active List, together with a bonus of twenty-five per cent. for every pound of retired-pay received by them during the period of re-employment, exclusive of allowances.

Payment to Officers during the Period of Re-employment
And whereas by Orders in Council dated the 8th March, 1895, and the 5th March, 1910, provision is made for the payment to Officers called into Active Service from the Reserved or Retired Lists in time of war or emergency of the pay and emoluments of their corresponding Ranks on the Active List, together with a bonus of twenty-five per cent for every pound of the full pay earned by them, exclusive of allowances:

And whereas the foregoing arrangements are not applicable in the cases of certain Officers on the Retired List who have been granted temporary rank in the Royal Naval Reserve while re-employed:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorize the continued payment of retired pay to such Officers, together with a bonus of twenty-five per cent for every pound of retired pay received by them during the period of re-employment, exclusive of allowances.

Recalled Lieutenants promoted from Commissioned Warrant rank
And whereas by Order in Council of His late Majesty of 28th March, 1903, a scale of full pay was established for Lieutenants and Officers of equivalent rank in Your Majesty's Fleet advanced from Commissioned Warrant rank:

And whereas we consider that this scale should be applicable to Officers on the retired list advanced from Commissioned Warrant rank to the rank of Lieutenant, or its equivalent, when re-employed, and to Commissioned Warrant Officers pensioned with the honorary rank of Lieutenant, when re-employed :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the application of such scale of full pay accordingly, with effect as from the 1st day of August, 1914.

Pay & Pensions for those Recalled who are promoted to Acting, Temporary, or Permanent Warrant or Commissioned Rank
And whereas the Regulations for the Government of Your Majesty's Naval Service provide that Seaman and Marine Pensioners called upon to serve in time of emergency shall be allowed to draw their pensions in addition to their pay, and to receive increases of pension in respect of such service

And whereas we have had under our consideration the emoluments of such Pensioners as may be promoted to Acting, Temporary, or Permanent Warrant or Commissioned Rank for the period of such service:

We beg leave humbly to recommend that Your Majesty will be graciously pleased, by Your Order in Council, to sanction the application of the following Regulations to these Officers as from the outbreak of the present War:-

  1. to be allowed to draw their man's pension in addition to the pay of the rank, but bonus not to be payable:
  2. To be allowed, on reversion to the pension list, to draw, in lieu of their man's pension, the regulated pension or retired pay calculated on their actual service as Officers, subject, however, to the following exceptions: -
    1. that, if more advantageous to them, the pension or retired pay be awarded on the Seaman's or Non-Commissioned Officer's scale, time as Acting, Temporary, or Permanent Warrant or Commissioned Officer, counting as Chief Petty Officer's or Non-Commissioned Officer's time;
    2. that, in the event of discharge for misconduct, &c., the pension or retired pay be subject to the regulations governing such cases:
  3. Men of the Royal Fleet Reserve who were discharged from that Force on account of promotion to be allowed, if more to their advantage, to return to the Reserve as men, and abandon any claim to pension as an Officer.
