Establishment of the Supply Branch

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 12th October, 1922 (N. 6753/22), in the words following, viz.:

And whereas we consider that for greater economy and efficiency Naval storekeeping should be centralised and administered by one branch of Your Majesty's Navy

We beg leave humbly to recommend that Your Majesty may be graciously pleased to sanction by Your Order in Council the creation of a Supply Branch of the Royal Navy with titles and rates of pay as shown in the attached Schedule, the existing Victualling Branch being absorbed.

The Lords Commissioners of Your Majesty's Treasury have signified their, concurrence in ibis proposal.

Ratings transferred from other branches:-

  1. To retain the rates of substantive pay held at the date of transfer if these are higher than those shown above for the rating to which transferred until they shall become eligible for a higher rate of pay in the Supply Branch.
  2. To count time served in their former ratings for purposes of progressive pay in the equivalent rating where payable in the Supply Branch.

Establishment of a Rating with the title of Supply Boy
At the Court at Buckingham Palace, the 2nd day of December, 1926.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 18th day of November, 1926 (N. 4159 /26), in the words following, viz. :-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council

And whereas by Order in Council bearing date the 13th day of October, 1922, Your Majesty was pleased to sanction the creation of a Supply Branch of the Royal Navy with titles and rates of pay as shown in the Schedule thereto:

And whereas we consider it desirable that certain boys should be entered in the Royal Navy to be trained for the Supply Branch:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the institution of a rating in the Royal Navy with the title of Supply Boy, and with the rate of pay of 1s. 6d. per diem.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Establishment of the ratings of Writer Probationer and Supply Probationer
At the Court at Windsor Castle, the 8th day of June, 1929.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 30th day of May, 1929, (N. 1545/29), in the words following, viz. :-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas Your Majesty was graciously pleased by Your Order in Council of the 3rd day of November, 1927, to sanction revised rates of substantive pay for Naval ratings, including the Writer and Supply branches, entering or re-entering Your Majesty's Navy subsequently to the 4th day of October, 1925:

And whereas we deem it desirable to establish ratings to be known as Writer Probationer and Supply Probationer and also to provide additional progressive pay for certain Writer and Supply ratings:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the institution of the ratings of Writer Probationer and Supply Probationer with the relative rank of Ordinary Seaman, and further to sanction as from the 10th day of May, 1929, the substitution of the rates of pay for the Writer and Supply branches shown in the accompanying Schedule for those contained in Schedule 1 of Your Majesty's Order in Council of the 3rd November, 1927, power being reserved to us to vary the rates of pay within the scales laid down or to associate payment with such conditions as we may deem necessary.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 25th day of March, 1935 (N. 876/35), in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas Your Majesty was graciously pleased by Your Order in Council bearing date the 13th October, 1922, to sanction the institution of a Supply Branch of the Royal Navy:

And whereas we are of the opinion that an allowance of 1s. a day should be paid as from the 1st March, 1935, to the senior or only Supply rating forming part complement of a ship not allowed an Accountant Officer, where provision and clothing accounts are rendered:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council, to approve of payment being made accordingly.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Supply Branch - Pay

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 26th day of April, 1939 (N. 1750/39), in the words following, viz. :-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas Order in Council dated 13th October, 1922, sanctioned the creation of a Supply Branch of the Royal Navy with titles and rates of pay as set forth in the Schedule thereto:

And whereas Orders in Council dated 3rd November, 1927, and 8th June, 1929, provided for revised rates of pay for ratings of the Supply Branch entering or, after a break in service, re-entering Your Majesty's Navy subsequently to the 4th October, 1925:

And whereas we consider it desirable that ratings of the Supply Branch who entered Your Majesty's Navy prior to the 5th October, 1925, should be eligible to receive increments of pay at the same intervals and under the same conditions as those who entered on or after that date as provided by Order in Council dated 8th June, 1929:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the substitution, for ratings of the Supply Branch of the equivalent of Able Seaman and above, of the rates of pay set forth in the annexed Schedule for those contained in the Schedule to Order in Council dated 13th October, 1922.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
