Improvement in Pay and Position
and
Pensions for Chiefs and Head Schoolmasters

And whereas we have had under consideration certain questions affecting the Commissioned Warrant Officers and Warrant Officers of Your Majesty's Navy, with a view to effecting some improvement in their pay and position :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the following proposals :

  1. The pay of Warrant Officers of the Military Branch to be increased to six shillings a day on completion of one years’ service ; subject to confirmation in rank.
  2. Commissioned Warrant Officers and Warrant Officers specially promoted to a higher rank for war or distinguished service, to remain supernumerary in the rank or ranks above until the time arrives when they would have received promotion in the ordinary course, provided that the number of special promotions made under these conditions shall not exceed five per cent., in excess of the establishment, of the higher rank or ranks combined.
  3. In the event of a Commissioned Warrant Officer, of three years' seniority dying while on the Active List after attaining the age for optional retirement, his widow and children to be eligible, at the discretion of the Admiralty, for pension and compassionate allowances on the scale applicable to junior Lieutenants.
  4. The following scale of pensions for Chiefs and Head Schoolmasters to be substituted for that at present laid down in the Regulations for the government of Your Majesty's Naval Service, to take effect as from the first day of April, one thousand nine hundred and three.

An addition of sixpence a day to be granted to Chief Schoolmasters for each year's service in that rank up to a maximum of one hundred and twenty pounds a year.

We would further submit that we be empowered to extend the proposal made in Section II of the above to cover the cases of certain Officers who have already received special promotion for war service.
