War College - Allowances
And whereas a War Course College has been established at Portsmouth on the footing of a Naval Technical Training Establishment

And whereas we consider it desirable that the Officers selected on account of their expert knowledge for the Staff of this College shall receive such remuneration for their services as will provide that they be not prejudicially affected in respect of their emoluments by such appointment

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following scale of special allowances, to take effect as from the tenth day of November, one thousand nine hundred and six:

  • To the Junior Captains Royal Navy on the Staff of the College - 6s. 0d. Each a day
  • To the Commanders, Royal Navy - 5s. 0d. Each a day
  • To the Lieutenants, Royal Navy - 4s. 0d. Each a day

To the Engineer Officers and Royal Marine Officers, allowances on the same scale, according to their relative rank.

The foregoing allowances to be in addition to Command Money allowed by the Regulations but to supersede any special allowances in the nature of pay to which the Officers might otherwise be entitled, and to be payable under the same general conditions as those allowances.

Special Allowance for officers serving on Staff of War College
At the Court at Saint James's, the 31st May, 1910.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated 21st May, 1910, in the words following, viz.,

Whereas by section three of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas by Order in Council bearing date the 1st June, 1907, sanction was given for the payment of special allowances to Junior Captains and other Officers selected for the Staff of the Royal Naval War College.

And whereas we are of opinion that the special allowance therein laid down for Junior Captains should be applicable to all Captains of Your Majesty's Navy while serving on the Staff of the Royal Naval War College

And whereas we further consider that the qualifications required of the Royal Marine Officer selected for the Staff of the War College merit a higher rate of extra remuneration than the allowance of four shillings a day sanctioned by the above-mentioned Order in Council.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals. The special allowance of six shillings a day to be payable, as from the 1st January, 1910, to all Captains Royal Navy serving on & Staff of the Royal Naval War College whatever may be their seniority.

In the event of a Major or Captain of the Royal Marines of five years' seniority, who has passed the Staff College, being selected for the Staff of the Royal Naval War College, the special allowance to be increased, at the discretion of the Admiralty, to six shillings a day, to take effect on the relief of the Officer now holding the appointment.

Power to be reserved to the Admiralty to grant the temporary rank of Major to a Captain of five years' seniority when selected for the Staff of the War College.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

His Majesty having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed; and the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Flag Officers War Course
At the Court at Saint James's, the 13th October, 1910.

Present, The King’s Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right honourable the Lords Commissioners of the Admiralty, dated the third day of October, one thousand nine hundred and ten, in the words following, viz.:-

Whereas by section three of the Naval and Marine Pay and Pensions Act, 1865, etc.

And whereas by His late Majesty's Orders in Council of 20th May, 1903, and 23rd October, 1905, authority was given for the payment to Flag Officers undergoing a Course of Instruction in Strategy and Fleet Tactics of an allowance of fifteen shillings a day in addition to half pay, together with lodging allowance at the rate of four shillings and sixpence a day in the event of accommodation not being available for a Flag Officer who requires it :

And whereas under a re-arrangement of the Courses of Instruction for Senior Officers it has been decided that the Course of Instruction in Strategy and Fleet Tactics, now termed the War Course, shall form part of a series in which Gunnery, Torpedo and Signal Courses are to be included and that the Officers selected should, so far as possible, undergo all the Courses :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorize the payment of the allowances now granted to Flag Officers undergoing the War Course being extended to those undergoing Courses of Instruction in Gunnery, Torpedo and Signalling, the number of Flag Officers allowed to attend each of these Courses being limited to twelve a year.

We would further submit that this arrangement may take effect from 22nd August, 1910.

The Lords Commissioners of Your Majesty's Treasury have expressed their concurrence in these proposals.

His Majesty having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Special Allowance for Commander and Lieutenant and Royal Marine Officers serving on Staff of War College
At the Court at Buckingham Palace, the 14th May, 1912.

Present, The King's Most Excellent Majesty in Council

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, of 20th April, 1912, in the words following, viz.:

Whereas by section 3 of the Naval and Marine Pay .and Pensions Act, 1865, etc.

And whereas we are of opinion that officers of the rank of Commander and Lieutenant and Royal Marine Officers of corresponding rank, when appointed for War Staff duties, should receive some additional allowance.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorize us at our discretion to pay to Commanders and Lieutenants, and to Royal Marine Officers of corresponding rank, allowances at the rate, of 5s. and 4s. a day respectively when employed in War Staff appointments, such allowances to be inclusive of any specialist allowance already payable to them, to take effect from the 11th March, 1912.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Branch War Colleges - Allowances
And whereas by His late Majesty's Order in Council bearing date the 1st day of June, 1907, it is provided that Officers of the rank of Commander or Lieutenant may be granted allowances of 5s. or 4s. a day respectively when employed at the Royal Naval War College, Portsmouth:

And whereas we consider that similar allowances should be granted at our discretion to Officers who are or may be employed at the Branch War Colleges at Chatham, Devonport and Sheerness:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorize us at our discretion to grant allowances of 5s. and 4s. a day to Commanders and Lieutenants respectively, and to Officers of corresponding rank when employed at the War Colleges at Chatham, Devonport or Sheerness, such allowances to be inclusive of any specialist allowances already payable to them, and to take effect from the 23rd day of September, 1912.
