Sir,

I am commanded by my Lords Commissioners of the Admiralty to signify their direction to you to confidentially communicate to all officers in command of Her Majesty's ships and vessels under your orders, that no corporal punishment is to be inflicted, for the future, in Portsmouth Harbour, without the written approval of the Admiral in command, or senior officer for the time being. I am, &c.
